The 1990 Suwa Seriya Foundation operates Sri Lanka’s pioneering emergency and pre-hospital care ambulance service under the Ministry of Health & Mass Media. According to the vacancy notice, the service operates 322 ambulances islandwide.
The Board of Management is seeking an accomplished professional who can lead the Foundation strategically, strengthen operational excellence and ensure the continued delivery of high-quality emergency services.

🎯 Key Responsibilities
The Chief Executive Officer will be responsible for:
- 🧭 Providing strategic leadership and direction across all aspects of the Foundation.
- 📈 Developing and implementing strategies to improve operational excellence, service delivery and organizational growth.
- 👥 Building a positive workplace culture that ensures high levels of staff engagement and performance.
- 🤝 Working closely with the Board, Government stakeholders, partners and donors.
- 📊 Overseeing compliance, quality standards and financial sustainability, while reviewing financial and non-financial reports to drive improvements.
- 🌍 Representing the organization at national and international forums and public events.
- 💻 Leveraging technology and digital innovation to improve operational efficiency, data-driven decision-making and service delivery.
- 🚨 Leading emergency and crisis-management initiatives to ensure rapid, coordinated responses and strong business continuity during critical incidents.
🎓 Required Qualifications & Experience
Candidates should meet one of the following qualification and experience pathways:
Option 1
- 🎓 A Basic Degree and a Master’s qualification in:
- Administration
- Management
- Human Resources Management
- Finance
- Emergency Medical Services
- 💼 Minimum 12 years of managerial experience in a company employing at least 1,000 staff.
OR
Option 2
- 🎓 A Basic Degree in:
- Administration
- Management
- Human Resources Management
- Finance
- Emergency Medical Services
- 💼 Minimum 15 years of managerial experience in a company employing at least 1,000 staff.
⭐ Additional Candidate Requirements
In addition to the above qualifications, candidates should demonstrate:
- 👔 Proven senior leadership experience, ideally as a CEO, COO or equivalent strategic management role.
- 📋 Strong capabilities in operations, strategic planning and financial oversight.
- 🗣️ Exceptional communication, decision-making and problem-solving skills.
- 👥 Ability to lead diverse teams and effectively engage with multiple stakeholders.
- 🚑 Previous experience in emergency services, healthcare or the public sector will be considered a distinct advantage.
