📢 Senior Project Engineer Vacancy 2026 — The Primary Health Care System Improvement Project (PHSEP) under the Ministry of Health and Mass Media, Sri Lanka has announced 01 vacancy for Senior Project Engineer at the Project Management Unit (PMU).
The project is implemented with financial support from the World Bank (WB) and aims to improve access to and the quality of primary health services across all districts of Sri Lanka.

🎓 Senior Project Engineer – Educational Qualifications
Applicants should satisfy one of the following qualification pathways:
1️⃣ First Degree + Professional Qualification
A first degree in Civil Engineering or an equivalent field recognized by the University Grants Commission, together with an approved professional qualification from a recognized professional body in the relevant field.
AND
🔹 At least 8 years of post-qualification experience at management level in the relevant field.
2️⃣ Degree + Institutional Membership
A first degree in Civil Engineering or an equivalent field recognized by the University Grants Commission, together with an institutional membership/equivalent professional qualification obtained from a recognized professional body in the relevant field.
AND
🔹 At least 6 years of post-qualification experience at management level in the relevant field.
3️⃣ Government Service / Equivalent Experience
Applicants who are:
🔹 Grade I Officers in the Government Island Wide Service, or
🔹 Officers of equivalent status in the relevant field,
with an associate membership from a recognized professional body in the relevant field or an equivalent professional qualification.
AND
🔹 At least 2 years of post-qualification experience in a Grade I position or equivalent in the relevant field.
💼 Terms and Conditions
📌 The salary, terms and conditions of employment will be governed by the Department of Management Services Circular No. 02/2026 dated 28 March 2026 and subsequent amendments.
📌 Applicants must be under 64 years of age as at the closing date of applications.
📌 The appointment will be made on a contract basis for one year.
📌 The contract may be extended for the duration of the project based on satisfactory performance.
⭐ Previous experience working on foreign-funded projects will be considered an additional qualification.
🌍 About the PHSEP Project
The Primary Health Care System Improvement Project (PHSEP) is implemented under the Ministry of Health and Mass Media with financial support from the World Bank.
The project has a total cost of approximately US$150 million and is designed to improve access to and the quality of primary health services throughout Sri Lanka during the 2024–2028 period.
